Leaders of the BRICS group of emerging world nations opened a summit in New Delhi on Thursday with the creation of a new development bank likely to top the agenda. Presidents Dilma Rousseff of Brazil, Dmitry Medvedev of Russia, Hu Jintao of China and Jacob Zuma of South Africa, as well as Indian Prime Minister Manmohan Singh shook hands at the start of the one-day meeting.
