Nikkei opened 0.21 percent higher Tuesday morning after Monday\'s sharp fluctuations. At 9:15 a.m., the 225-issue Nikkei Stock Average was up 28.44 points from Monday at 13,689.57. The broader Topix index of all First Section issues on the Tokyo Stock Exchange was up 4.23 points at 1,132.68.
