France declared on the opening day of a global climate summit Monday that world powers can reach a deal to curb emissions of heat-trapping gas and avert disastrous warming of the planet. "Success is not yet acquired but it is within our reach," French Foreign Minister Laurent Fabius, who took over the presidency of a 12-day, 195-nation UN climate conference, told leaders gathered in the French capital for the opening day. |
