Russian President Vladimir Putin has proposed a UN Security Council resolution to govern international military action against the Islamic State, Moscow's envoy to the United Nations said Monday.
Ambassador Vitaly Churkin told reporters at the United Nations that Bashar al-Assad's Syrian government and its ally Iran should be included in a joint action to defeat the jihadist threat.
