Italian banks are planning an appeal against the European Banking Authority, which said on Thursday that they had to raise 15.37 billion euros ($20.64 billion) in new capital to restore market confidence. The Italian Banking Association said in a statement that the figures had to be \"radically\" changed. The EBA, the EU\'s banking regulator, said Europe\'s banks as a whole must raise an extra 114.7 billion euros in new capital -- more than 8.0 billion euros higher compared with the EBA\'s initial guidance given two months ago.
