Manama - Emirates Voice

His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa has extended deepest congratulations to His Majesty King Hamad bin Isa Al Khalifa, Bahrainis and Muslims all over the world on Eid Al-Adha, wishing them many happy returns of the auspicious occasion.

HRH Premier also prayed to Allah the Almighty to bestow rewards on pilgrims, lauding, in this regard, the great services and huge facilities provided by Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, to pilgrims in order to be able to perform Haj rituals easily and comfortably.

Chairing the regular weekly Cabinet session at the Gudaibiya Palace today, the Prime Minister, while commenting on his recent visit to the Southern Governorate, gave directives to ministers, ministries and government departments to step up their cooperation and coordination with governors in order to consolidate the governorates’ role in strengthening complementarity among various sides, activating community partnership and supporting the government’s efforts to improve citizen-oriented services through identifying the needs of the citizens in governorates and developing the services delivered to them.

HRH Premier requested ministries and service government departments to ensure optimal management of resources, especially those directly related to the citizens so that they receive them timely and without delay, a post-session statement by the Cabinet Secretary-General, Dr. Yaser bin Isa Al-Nasser, said.
In this context, the Prime Minister instructed the Health Ministry to expedite the appointments given to patients and to provide the necessary equipment and specialised staff to reduce the waiting period for medical check-ups and treatment.

HRH the Prime Minister stressed that the educational environment should always be motivational to create good conditions for students for distinctions in their conduct and education and to be keen on attaining outstanding achievements through which they can serve their nation.
A stimulating school environment would also foster creativity among students and improve the quality and output of education in the kingdom, he added.

Commenting on a memorandum presented by the Minister of Education in which he highlighted the Ministry’s preparations for the new school year and the development projects to be implemented, HRH the Prime Minister congratulated the students and the administrative and teaching staff on the academic year 2017-2018, and wished them every success, lauding the “fruitful” efforts exerted by the Education Ministry –Minister, personnel and heads of educational and academic institutions- to serve education in the kingdom.

Tackling development issues, HRH Premier gave instructions to service ministries to visit the Hoora and Gudaibiya areas to identify their needs and address any service shortcomings there.

He also gave directives to verify whether the rented real estates which are allocated for collective residence in the two areas meet the health, security and security requirements.
The Prime Minister also gave directives to prevent random leasing of property, a phenomenon that harms the citizens in Hoora and Gudaibiya through the practices that are alien to Bahraini traditions, customs and values.

He also instructed the Ministry of Labour, Municipalities Affairs and Urban Planning and all the relevant authorities to intensify inspection campaigns in the two areas to ensure that collective residence housing units are in accordance with the executive regulation of the Municipality Law and the related edicts, particularly regarding their area and the number of tenants.
All the competent authorities were also requested to follow up on the implementation and activation of all the edicts related to collective residence.

The session lauded the achievements attained during the Third Session of the Fourth Legislative Term thanks to the fruitful cooperation between the Executive and the Legislature, including mainly the approval of the amendment to the Constitution of Bahrain with regards to the terms of reference of the Military Judiciary.
During the session, the Legislative Branch approved 33 decree-laws and 34 laws, including the Family Law, the law on amending some provisions of the Military Judiciary, the Penalties and Alternative Measures Law and the State Budget Law.
In addition, 150 questions were submitted, of which 133 were answered, and 115 proposals were submitted to the government, raising the number of proposals to 387 since the beginning of this legislative term, 89% of which have been answered by the government so far. Such figures reflect the Executive Branch’s commitment to cooperating and interacting with the Legislature, the Cabinet said.
HRH the Prime Minister extended thanks to the Legislative Branch for its cooperation with the Executive, and to the Minister of Parliament Affairs, ministers and officials for their fruitful cooperation with the Legislature.

The Cabinet referred to the Council of Representatives a draft-law on amending Article 4 of Law 11/1985 on the Protection and Support of National Industries, a bill on amending some provisions of Decree-Law 55/2002 on the By-law of the Shura Council and a draft-law on usury interests, along with memoranda on the government’s opinions on them.

The session discussed two proposals submitted by the Council of Representatives and approved the government’s replies to them as recommended by the Ministerial Committee for Legal Affairs.

The proposals were related to examining imported poultry and eggs and shrimp banning.
