Former head of Syria's main opposition group, Moaz al Khatib, posted a new proposal to the Syrian coalition on his Facebook page on Thursday. Some of the main points from his proposal include: Syrian President Bashar Al-Assad transfers power to his Vice President or Prime Minister 20 days after the initiative is adopted. Bashar Al-Assad dissolves parliament, and an interim president is granted powers of the legislative body. Bashar Al-Assad is given a month to transfer all his powers The current Syrian government stays in power for a period of 100 days The interim president is given full executive power and all persons listed on the sanctions list are excluded from playing any role The provisional government has to restructure the military and security apparatus in those 100 days All political prisoners should be released All of Syria should be accessible to aid and relief President Bashar Al-Assad leaves Syria with 500 people of his choice to any country he wants, and they will not be given any immunity or guarantees (until a new parliament decides on it) United Nations Secretary General appoints someone to supervise the transitional period All parties should stop the use of heavy weaponry, supervised by the international community Amnesty is only granted to those who did not commit crimes that are considered against international law In each governate, a local committee is formed to manage local affairs (military, economic, security), and is accountable to the interim president or someone he appoints After 100 days, all powers are transferred to a transitional government formed by consensus, and this new government will prepare for the new Syria.
