Gaza premier Ismail Haniyeh said Sunday the stalled reconciliation deal between his Hamas faction and rivals Fatah is not optional, but an obligation. The agreement, signed in May 2011, came unstuck as parties sparred for months over its implementation. President Mahmoud Abbas described the deal as "frozen" in late March. Haniyeh's comments on Sunday came as the leader opened a new $6 million hospital specializing in heart complaints, saying the new facility showed Gaza's "victory over the (Israeli) siege" on the coastal enclave. He also called for more cooperation between public and private sectors.
