Kuwaiti constitutional court rejects challenge to legal text barring emir criticism

The Constitutional Court has turned down a challenge against Article 25 of Law no 31/1970 on the revision of some penalties of the 1960 Penal Code. Article 25 of the 1970 law states that anyone who publicly challenges the Amir and his authority, criticizes or offends the State must be punished by imprisonment for no more than five years. In its decision issued on Monday, the Constitutional Court said the allegation that the Article 25 of the 1970 law breaches the principle of legitimacy of crimes and penalties and even undermines the freedom of opinion is baseless.
