Factors of success must rule any government I head; outgoing P.M. Najib Mikati told internal Security Chief Ashraf Reefi today. Having boarded with him the all-out security situation in the country, Mikati told him and other interlocutors about delaying the resignation up till the approval of the salary scale. He rejected all talk about salary scale-induced financial jeopardy but, acknowledged that the resignation created a hall in the national political wall. He stressed need for certain factors of success conducive to making him preside over any newly-formed cabinet. Mikati listed 3 stages for achieving that namely: nominating the prime minister-designate, launching dialogue and forming a new cabinet. He demanded a comprehensive security plan to disarm all Tripoli based factions and concluded that this could only be carried out by a transitional national salvation government deemed fairly representative of all.
