NPC legislators: legal system construction vital

The Standing Committee of the 12th National People’s Congress has held the fifth series lecture, re-enforcing \"The Importance of Legal System Construction in Building a Well-off Society\" at the Great Hall of the People in Beijing. The country’s top legislator, Zhang Dejiang hosted the lecture. Shen Chunyao, deputy secretary-general of the NPC Standing Committee and a member of the NPC Law Committee explained the role of a legal system in building up an affluent society. Shen emphasized the importance of ruling the country through laws from three aspects including institutional construction, development targets and legality of ruling state affairs. Shen said the \"law must be observed and strictly enforced, and law-breakers must be prosecuted\", which he called the core requirements of a socialist legal system.
