US President Barack Obama said the responsibility for the brutality taking place in Syria 's Aleppo is the responsibility of Assad regime and its allies, Russia and Iran, and this blood and these "atrocities are on their hands." He called for impartial observers to deploy to monitor efforts to evacuate civilians from the city.
