Russian President Vladimir Putin urged the government to take a responsible attitude to the fulfilment of the presidential decrees, but “not work for the sake of appearance.” The president cited several examples of inefficient work at the meeting over fulfilment of the May presidential decrees. In particular, he named as ‘shallow’ the work for the allocation of the land plots to the families with many children, the program for the resettlement from hazardous housing. “The centre of the fulfilment of the decrees has moved to the regions this year,” Putin said. “Right here, that is to say on the land, tangible results for the society should be achieved,” he noted. “Regional roadmaps of the reforms in the key spheres are being approved. And in this issue much is being done for the sake of appearance again,” the president underlined. The president noted that being aware about the Tuesday meeting several federal constituents began to redistribute the monetary funds from the end of the year to the first quarter. “Particularly, to report on the growth of salaries in the education sphere,” he noted. Putin noted that such actions from the regional authorities do not solve the problems, which make people worry, on the contrary, they provoke a negative response from people. Putin stated that “federal ministries and agencies actually made the federal constituents resort to different manipulations with current and controlled figures. Vladimir Putin offered to introduce personal responsibility of members of the government for the fulfilment of the May presidential decrees on Tuesday. “Upon the results of the first year of the fulfilment of the presidential decrees we witness that there is some progress, but purely bureaucratic responsibility works badly,” Putin said. “I believe that public, political, personal responsibility is needed from each of you, including members of the government,” Putin underlined.
