"Mourakiboun" (observers) network Co-ordinator-General Rafik Halouani asserted on Friday, that the elections for the National Constituent Assembly (NCA) had been generally acceptable. "However, serious infringements were recorded during votes' counting, tarnishing the transparency of the electoral operation," Mr. Halouani pointed out during a news conference held on Friday, to present the preliminary report on the observation of the NCA elections. "All the observers were prevented from entering the polling stations in the Mahdia precinct on the first day of votes' counting," he specified. It had been the same in the Beja constituency. Delays in posting up minutes had been recorded in some polling stations, he added. "Mourakiboun" registered notably, numerous cases of influence exerted by candidates or polling stations' members on electors. The electors' list had not been posted in some polling stations, thus, complicating the distribution operation, the report also says. Nevertheless, it points out that 92 pc of polling stations had opened before 07.20 a.m. and that "no security problems were registered." As regards constituencies abroad, Mr. Halouani affirmed that the poll had taken place in satisfactory conditions, notably in Germany. "Mourakiboun" network deployed 3,320 observers distributed over 27 precincts, 1,426 among them are fix and 1,482 who had moved from a polling station to another. "Mourakiboun" also mobilised 412 itinerant controllers over 4,390 polling stations and 1,482 centres. The network managed to cover 91% of the delegations on the Election Day, Mr. Halouani asserted.
