Ryabkov told Russian ITAR-TASS news agency, \"This directly harms the prospects of convening an international conference,\" and added the failure of the European Union to agree on a new arms embargo for Syria is undermining the peace process. Ryabkov noted taking a decision like this, before the \"Geneva 2\" meeting, was quite the opposite purpose and spirit of the meeting and told, \"You cannot declare the wish to stop the bloodshed, on one hand, and continue to pump armaments into Syria, on the other hand.” Ryabkov underlined that Iran\'s non-participation at the Geneva 2 meeting will not be the right decision and added, \"If everybody agrees that Iran is being influenced by the happenings in Syria, then it\'s necessary that Iran has to participate at the conference.\"
