The commander of the UN peacekeeping force in Lebanon said preliminary evidence suggests a Lebanese soldier acted alone when he killed an Israeli soldier. The Daily Star, a Lebanese newspaper, reported a Lebanese serviceman fatally wounded an Israeli soldier during a shooting near the shared border Sunday. Maj. Gen Paolo Serra, director of the U.N. Interim Force in Lebanon, said the Lebanese soldier likely acted alone. "All the circumstances of this incident are not clear at this time, but preliminary findings indicate that it was an individual action by a soldier in contravention of the existing operational rules and procedures," he was quoted as saying. Border skirmishes are relatively common. Sunday's incident came as U.N., Lebanese and Israeli officials were gathered to discuss border security measures. The Jerusalem Post reported Monday the Israeli Defense Ministry held the Lebanese military responsible for Sunday's incident.
