Local Development Minister Ahmed Zak Badr said Friday a full decentralization system would be applied within the coming three years.
In a press conference in Luxor, Badr said the Constitution identified five years from the date of issuance to apply the system.
The House of Representatives is currently mulling a fresh local development bill to decide means of applying the decentralization system, he added.
The resource-poor governorates shall depend on some laws, including the estate tax and the quarries laws to provide the needed resources, Badr said.
