Libya's Tripoli-based government on Friday declared a state of emergency; hours after reports claimed that four members of the country's international-recognized presidential council have arrived in the capital.
In a statement, the government- that is not recognized internationally- said its Defense Ministry, militias and security apparatus were tasked to increase security patrols and checkpoints.
