Attorney General Dr. Ali bin Fadhul Albuainain today held the annual press conference in which he highlighted the major achievements of the Public Prosecution in 2014.
Below is the full text of the Attorney-General's statement at the press conference:
"At the outset, we would like to extend our great pleasure to welcome you all to the Public Prosecution headquarter, as well as to express our deepest appreciation and gratitude for your mission and the values you stand for. Considering the fact that you are the prominent informative mean and instrument you are entitled to stand upon the governmental establishments’ performance. Therefore, the Public Prosecution has always seized the opportunity in every occasion to remind you of its understanding of your works’ demands, as well as to your social aims that you aspire to achieve. For that purpose, we have been committed to set the annual meetings to inform the society – through you – about the criminal proceedings that have taken place.
"What concerns us during this meeting is to present the Public Prosecution’s major achievements for the previous year, and our serious and never-ending contribution to preserve the community’s acquisitions as part of the reforms and development,particularly the legal system which is supported by two pillars; enforcing the law, and defending human rights.
"Therefore, we have invested in building the capacity of the Public Prosecution members, either by instructing them directly, or involving them in conferences, seminars, and training courses organized by the Public Prosecution, International Organizations, and Scientific Centers whether they were local, regional, or international.
"We are far more concerned in presenting the quality rather than quantity when discussing the cases statistics of the year 2014, especially when it comes to highly dangerous cases, which affect the stability, safety and security of the society, public interest, and economy, terrorism, for instance, along with corruption, money laundering and human trafficking.
"Due to the fact that investigating in these particular cases requires multiple procedures that include the materialistic and moral aspects of each case, especially when it extends place, time and borders, which requires by then Judicial Assistance to authorities abroad.
"In regards to investigating in terrorism cases, it is known that the kingdom had witnessed a number of violent acts, which include bombing, therefore, forming a prosecution specialized in terrorism crimes was inevitable. Terrorism Prosecution was formed in 2014 under the Law Decree 64 of the year 2014. During the year of formation, the prosecution has investigated in 17 cases of bombing, terroristic organized groups, violent and riot acts, vandalism, and attacking citizens and riot police.
"In regards to investigating in the Corruption Cases– which include bribery, embezzlement, and facilitating the embezzlement of public funds – take a prolonged period of time in order to take action against the perpetrators and eventually convict the defendants. It is also required to form technical and accounting committees to inspect the employees’ records, and determine the size of public funds that were embezzled.
"The Public Prosecution has received 36 corruption related cases, 22 out of these cases were dealt with by referring 10 out of them to criminal court, while 12 cases were retained, and 14 others are still pending investigation.
In regards to human trafficking cases – including abusing expatriate labor workers, women and children – the Public Prosecution has received 21 cases of sexual and labor exploitation, 16 cases were dealt with by referring 10 out of them to criminal cases, 6 out of these cases retained, while 5 others are still pending investigation.
"In regards to juvenile cases, we believe that childhood is the core of civil society; therefore we have trained our members and social workers to deal with juveniles and the psychological factors that affect children and lead to crime.
"It is worthy to mention that we have issued a decision to rename the Juvenile Prosecution into Child Prosecution. The Juvenile Prosecution has received 375 cases during the year 2014, 159 cases out of them were referred to court, while the other 197 were retained, and 19 are still pending investigation.
"We have managed to discuss the most prominent cases. However, other cases that were received by the Public Prosecution and investigated in include homicides, attempted murder, drug abuse, theft, forgery and fraud, among other cases mentioned in the next statistics."
