Eduardo del Rosario, director of the Philippines' National Disaster Risk Reduction and Management Council (NDRRMC), said the three victims died in separate drowning incidents in northern Philippine provinces of Apayao, Cagayan and Abra, while those missing came from Abra and Isabela provinces.
