The crippled vessel, whose engine failed as it was trying to reach Greece illegally, was being towed by a Greek patrol boat when it overturned.Wednesday's statement says photos of the bodies were identified by some of the 16 survivors. Their nationalities were not announced. The United Nations refugee agency has expressed dismay at the accident, urging Greece to investigate the circumstances.
