World cricket\'s governing body announced on Tuesday that four non-Test playing nations would compete in the next World Cup, reversing a bar that had outraged \"minnows\" including Ireland and Holland. The International Cricket Council in a statement said its executive board had approved 14-team contest in Australia and New Zealand in 2015, with 10 places going to the Test-playing nations and the second-tier teams having to pre-qualify for the remaining four places.
