Siemens: To make offer to France\'s Alstom

German engineering giant Siemens said on Tuesday it had decided to make an offer to France's Alstom which is also coveted by US rival General Electric. The German group gave no details of its offer, saying in a statement that a "prerequisite" was that Alstom give it access to its books and permission to talk to its management "during a period of four weeks".
