Finance minister: South Korea needs to hike minimum wage 'in phases'

South Korea needs to raise the country's minimum wage for workers "in phases" to not create heavy costs for businesses in a short period of time, the country's top economic policymaker said Friday.
"I agree that the minimum wage should be raised in phases to an appropriate level," Finance Minister Choi Kyung-hwan told lawmakers during a parliamentary audit session here.
