The Cabinet extended congratulations to the Kingdom of Saudi Arabia on the success of this year’s Haj season.
Chaired by His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa, and attended by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Premier, the session lauded the tremendous efforts exerted by Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al-Saud, and his government, to serve pilgrims and ensure them easy performance of the rituals through the expansion of the holy sites.

The Cabinet also congratulated Bahraini pilgrims on their safe return home after having performed Haj rituals successfully, praying to Allah the Almighty to bless them with heavenly rewards, a post-session statement by the Cabinet Secretary-General, Dr. Yasser bin Isa Al-Nasser, said.

The Cabinet approved the statement issued by Bahrain, Saudi Arabia, the United Arab Emirates and Egypt regarding the Qatari crisis, stressing that dialogue on the implementation of the demands made by the “Quartet” must not be pre-conditioned.

The session also expressed the Kingdom’s sympathy with the USA over the devastating effects it had suffered of Hurricanes Harvey and IRMA.

While following up on the needs of towns and villages, HRH the Prime Minister gave directives to expedite the implementation of the East Sitra Housing Project and to finalise its technical and administrative procedures.

HRH Premier also instructed the competent authorities to meet the needs of Galali village regarding educational and service facilities.

HRH the Prime Minister, while commenting on a report submitted by the Works, Municipalities Affairs and Urban Planning Minister on the 2017 projects, directed to carry on the implementation of infrastructure projects that are directly related to the citizens’ lives.
The report revealed that 69 projects, costing approximately BD 127 million, are being implemented this year.
The ministry also launched and awarded 45 tenders, worth about BD40 million during the second quarter of 2017, the report added.

HRH Premier gave directives to continue launching electricity generating projects to meet the growing energy needs of the Kingdom as a result of its urban and economic boom.
The Prime Minister was commenting on a memorandum presented by the Electricity and Water Affairs Minister on the history of electricity in Bahrain from 1920 to 2017, as well as the major developments and challenges.

The session reviewed a memorandum presented by the Foreign Affairs Minister on the opinion of the High Coordinating Committee for Human Rights regarding the recommendations issued by the Universal Periodic Review during the Kingdom’s presentation of its third national report.
The third report was widely lauded by the participating countries which praised Bahrain’s human rights developments and achievements.

The Cabinet approved a plan to for the re-formation of the High Coordinating Committee for Human Rights, as highlighted in a memorandum submitted by the Foreign Minister and requested the competent sides to take the necessary legal procedures.

The session also approved two draft edicts on determining fees for veterinary services, and others for some categories of agricultural services, after reviewing the recommendation of the Ministerial Committee for Legal Affairs regarding them.
The Minister of Works, Municipalities Affairs and Urban Planning was requested to take the necessary procedures to issue the two edicts.

The Cabinet also approved a draft law to ratify the agreement between the Kingdom of Bahrain and the Organisation for the Prohibition of Chemical Weapons (OPCW) on OPCW Privileges and Immunities.
The bill was referred to the Legislative Branch, in accordance with the constitutional and legal procedures in force.

The session discussed a draft edict on developing a legal framework regulating cooperation and work between the governmental authorities and the Bahrain Credit Reference Bureau.
The draft edict, submitted by the Ministerial Committee for Financial Affairs and Rationalising Expenditure, was referred to the Ministerial Committee for Legal Affairs for legal review.
The committee has also to review a memorandum on cooperation between the National Oil and Gas Authority (NOGA) and the Bahrain Petroleum Company (Bapco) with the British Safety Council (BSC), and a Memorandum of Understanding signed between Bahrain’s Ministry of Transportation and Telecommunications and the Korean Ministry of Science and Information and Information Technology, referred to it by the Cabinet.

The session endorsed a draft-law on amending Article 424 of the Penal Code, promulgated by Decree-Law 15/1976, prepared on the basis of a proposal submitted by the Shura Council, and referred it to the Council of Representatives, along with a memorandum highlighting the government’s opinion.

The Cabinet also reviewed a draft-law on amending Article 10 of Decree-Law 39/2002 on the General Budget, proposed by the Council of Representatives.
