Libya\'s new elected Prime Minister Mustafa Abu Shagur told AFP Thursday he had started negotiations to form a \"government of national consensus\" within two weeks, with the cabinet\'s priority to restore security. \"My first goal is to form a national consensus government capable of dealing with all political and geographical Libya,\" Abu Shagur said after his election by the General National Congress as the head of the government. He said he hoped to form his cabinet within two weeks. \"Security, the forming of the army, police and intelligence services, will be the priority,\" said the former opponent of the regime of Moamer Kadhafi, who presents himself as an \"independent.\" Abu Shagur was elected in the second round, getting 96 votes in the congress. He had two more votes than liberal candidate Mahmud Jibril.
