FIFA president Sepp Blatter has all but settled the debate over Juventus\'s number of Serie A titles by sending an official letter of congratulation to club president Andrea Agnelli. Juve have officially won 28 titles due to having been stripped of their 2005 and 2006 successes for match-fixing. The club refuse to acknowledge the punishment and insist that they have won 30, but Blatter is not in agreement. \"Congratulations for the 28th title, after nine years you are once again the best in Serie A. Well done,\" said Blatter in a letter intercepted by Italian media. Juve claim they will put a third star on their shirts next season to mark 30 scudetto successes -- in Italy teams put a star on their shirts for every 10 titles won. Having been stripped of their previous two, Juve\'s last official title was in 2003. Controversial Pescara coach Zdenek Zeman, who previously coached Lazio and Roma, also weighed into the debate, suggesting that Juve are lucky to have only been stripped of two titles. \"I would count a maximum of 22 or 23,\" he said. \"Anyone can put whatever they want (on their shirts) -- even I could give myself two stars.\"
