Retail sales were unchanged from January to February in the 27-member European Union, the data office Eurostat said Friday. Among EU countries included in the report, Luxembourg posted the highest month-to-month sales gain at 4.1 percent. No other country was close. The second largest gain for the month was in Denmark and Malta, where sales rose 1.5 percent. The largest declines were in Estonia, with retail off 2.6 percent, and France with sales off 2.2 percent. Retail sales in the EU fell 0.2 percent from February a year ago, the agency said.
